Rule of Law and Networks: Guidelines on Measurement and Statistical Analysis

This publication provides a unified set of indicators and methodological standards to guide empirical research on the rule of law — encompassing law-making, the judiciary, public spending, and citizens. It builds directly on the previously introduced NET-ROL Conceptual Framework (D2.1), ensuring coherence in measuring and analyzing the rule of law, networks, and socio-economic outcomes. The guidelines also provide an overview of methods for causal inference and policy evaluation.

By aligning concepts and empirical measures, these guidelines reinforce NET-ROL’s analytical foundation and pave the way for systematic interdisciplinary comparative research.
